The legislation of passenger ships in further development with three brand new directives

December 26, 2017

In November 2017 the European Union launched three new directives, concerning the safety and registration of passenger ships, roro-passenger ships and high-speed passenger crafts.

On 1 December 2016, the Council of the European Union had decided to review the existing European rules concerning the safety and registration of passenger ships, with the goal to simplify them, to remove the duplications, to lower the administrative costs and last but not least to increase the safety of the sea voyages.

These goals resulted first of all in amendments to the Directive 2009/45/EC on technical requirements for passenger ships on domestic voyages and to the Directive 98/41/EC on registration of persons on board, which will provide a digital manner to register passenger data. Finally the European Union has also created a new Directive, which will replace the Directive 1999/35/EC, concerening surveys for passenger ferries and high-speed crafts.

These new rules, providing the further harmonisation of the regulation on passenger ships, will enter into force on the 20th December 2017 and need to be transposed into national legislation of the Member States in two years from now.
